Kirk Penland

Kirk Penland is senior vice president (SVP) of Executive Benefit Solutions (EBS) for Voya
Financial, Inc. (NYSE: VOYA), a leading health, wealth and investment company.
In this role, Penland manages the Executive Benefit Solutions team at Voya. Previously
he served as the CEO of Pen-Cal Administrators Inc., a leader in the executive benefit
industry. As a nationally recognized executive benefit administrative firm, for more than
50 years, Pen-Cal brought an unbiased approach to the design, implementation, and
administration of executive benefit programs for public and private corporations while
offering state of the art administrative capabilities and participant experiences.
With more than 41 years of experience in benefits consulting, Penland has helped Pen-Cal, now a solely
owned subsidiary of Voya Financial, become one of the nation’s top providers in the design, implementation
and administration of employee and executive benefit plans. He is a current member of the Forum 400 and
Finseca. Penland is considered an industry leader in the design and administration of nonqualified executive
benefit programs. He is also a frequent speaker at many industry functions including the Association for
Advanced Life Underwriting, Forum 400, Pacific Life, and National Association of Plan Advisors.
